Black hose with plug

I just purchased a 1996 Savage. I need help with a concern I have. There are two soft black hoses discharging below the engine. I know one is the battery vent. The larger diameter one is plugged and has a hose clamp on it. My question is should it be plugged? What is the purpose of this hose? Thanks Wes
